The starting time is at 09H00. The order of play is Player C, B and the last player Eddy. Eddy arrives at the tee at 09H01 after Player C but before Player B plays. and then Eddy hits his drive on the fairway.
ANSWER : 2 STROKES PENALTY
At 09H00, all the players must be ready, with the proper club in hand at the time set by the Committee. It does not matter if you are scheduled to play last in your group. If you are late under 5 minutes, the penalty is 2 strokes. If you are late more than 5 minutes, you would be disqualified.

ANSWER: No penalty
A cigarette butt is an artificial object (obstruction). We are allowed to remove a movable obstruction anywhere on the golf course. If the ball moves, there is no penalty IF the ball is replaced in its original spot. If the ball is not replaced, the penalty would be 2 strokes.
This rule is also applicable in a bunker (example: rake) or in a water hazard (red or yellow stakes)

On the green, he removes some dew but does not touch his ball
ANSWER: 2 strokes penalty
Except on the teeing ground, a player is not allowed to remove dew anywhere on the course
NOTHING TO SIGNAL
On arriving on hole # 2, Eddy finds out he has 16 clubs in his bag instead of 14.
ANSWER: 2 STROKES PENALTY
A player is allowed to carry only 14 clubs. If he carries 15 or 16, the penalty is the same, 2 strokes per hole played. The maximum penalty is a round would be 4 strokes if he had started the 2nd hole.
THE RESULT IS 3 strokes + 6 penalty strokes
