In the Singles Match Play competition, Jack is 1 up after the play of the first hole. Here are the different rules that were used to take the right decision.

SINGLES MATCH PLAY
TIME OF STARTING
When the two opponents arrive under 5 minutes late on the first hole, they both lose the first hole and they resume play on the 2nd hole all square. If one of the players had arrived more than 5 minutes he would have lost the match. If both players arrive more than 5 minutes late, both players would be disqualified from the competition.
PRACTICE
It is permitted by the Rules to complete a hole even if the result is known. This will not be considered as an illegal practice.
CONCESSION OF A STROKE OR HOLE
Usually, it is not permitted to take away a concession, but in this case both player did not know they were disqualified from the first hole.
DOUBT AS TO PROCEDURE; DISPUTE AND CLAIMS
A claim may be made before the start of the next hole. In our case, Jack spoke to the official and he learned that the hole was lost by both players, so he can ask to cancel the concession he made previously. It is important to know that if both player had started hole # 2 without talking to anybody, Eddy would have been 1 up because of the concession and the lack of knowledge of the Rules.
The penalty for carrying more than 14 clubs is the adjustment of a hole. Without considering the result of the first hole, Eddy must lose a hole. In our example, The hole was tied so Eddy became 1 down.
TEAM MATCH PLAY
Eddy was the only player penalised for missing the starting time
A player may continue the play of a hole even if the result is known, this won’t be considered as an illegal practice…..AT ONE CONDITION: During the play of the hole, if any of his strokes could have helped his partner, the team would have lost the hole.

-1 After the play of Hole # 1, Eddy is 1 down.
-2 On the second green, Eddy finds out he as 16 clubs, he picks up his ball et tell his opponent he concedes the hole.

TEAM (FOUR BALL MATCH PLAY)
-1 Eddy and Jack are partners. After 2 holes, they are 2 up because of the play of Jack. Eddy picked his ball on each hole because of very bad play.
-2 Eddy finds out on the 3rd tee that he has 16 clubs.
